Abstract

The aim of the article is to investigate the impact of the idea of rights in the construction and evaluation of public policy and economic policy in particular.

Although the application of the idea of right is considered necessary; But how to use it in policymaking has not been developed and goodness, efficiency and usefulness have been introduced as tools for making and evaluating policy.

The framework that can explain the application of the idea of rights in policymaking is "theory of rights". The right is the basic element and condition of designing the policy. Policy-making is a right-based institution, rather than a technique (efficiency and desirability) foundation. It is possible to explore the meaning, content, owners, justifications, limits and effects of the "right to make policy".

The findings of the research show that economic policy can be designed based on rights and welfare can be tied to the protection of rights.
