Abstract
Due to the undeniable position of oil in the realm of international trade, all countries of the world urgently need an effective presence in the global geometry of oil. Therefore, all political and social systems adjust their governance structures in such a way that the global geometry of energy allows the responsible institutions in these countries to be present in the world arena. Given that Iran has a resource-oriented economy, the necessity of governing the oil industry is reduplicated and since the Ministry of Oil is known as the responsible institution of the oil industry in Iran, therefore, in this article, an attempt has been made to explain the governance structures of the mentioned institution and while pathologize the issue, to get out of the harmful characteristics such as being governmental, insular, dependent on the government, which has deprived the ability to be active and effective not only in the domestic sphere but also in the international arena, using library data and in an analytical and applied research, we present the most efficient proposal, that is, separation and extraction of some components of this field from the government, which can be referred to extraction theory. In other words, some of the country's energy components should be extracted from the current inefficient governmental structure, and with new energy governance, the group of energy companies should be established or reorganized under the rules of the private sector outside of the government structure and it is believed that in such a situation, the energy management structure will gain its efficiency. Studying Norway's experiences in the field of oil governance also sheds light on the success of this method.
